Why Graffiti??!

This mess is on the Cass Street Bridge that runs over the train yard by the St. Peter's Lutheran Cemetery.
It's so sad to see public property defaced like this!
Maybe Joliet teens need to be required to put in 10+ hours/week mandatory community service coloring with small children??!
