'Year Without a Summer' Remake??

Are we heading into a 'year without summer' remake? As drought grips much of the world Chicagoland  is seemingly locked into terminal winter weather.
This morning it was once again raining and snowing as I walked to my car. This mixed mess morphed into light snow and has been off/on all day. The ground appears to be too warm for the snow to stick for more than a few minutes at best thankfully and it's currently 42*F here with a projected low of 25*F tonight!
I am seriously wondering if this will ever turn to typical spring weather?
If the majority of the world is suffering drought thus growing no crops . . .
And we are stuck in perpetual winter . . .
